Calendar database advice needed

Hi guys,
I'm tasked with building a database for scheduling dates that all parties on
case (civil or criminal) are available. Parties consist of:
Judges
Attorneys
Public Defenders
Victim advocates
Circuit Attorneys
and meybe few others that I can't remember at this moment.
Here is the situation;
There will be one clerk for civil and one for criminal parties(cases) and
they will enter in dates that all these parties are unavailable on, yes I
said unavailable. Then system will take all those dates on every single party
and compare them, when it finds a date (monday thrugh friday and not holiday)
that none of these parties are unavailable on then it will give them date
that is the first available date for all parties to do the trial, and it
would be nice if it could give them an alternate date also. It seems that our
court is expiriencing heavy rescheduling rate and of course cases are being
prolonged without good reason and therefore jail's are filling up.
Please let me know whatever your idea is, even if it's not the way I laid it
out, we can adjust procedure accordingly.
