Calendar Free/busy publishing issue

I there a third party tool or a way to change Outlooks
Free/busy Publish setting on the Client. we have some
user with the setting set at 2 months, and others are set
to 6 months. We would like to have a common setting for
publishng 12 months of the calendar.
