Calendar Invites not being received by 1 users

When we try to send this user a calendar invite, they never get them. Does
not show up in mailbox so they can accept the appointment.

We are using Outlook 2003, but doesn't seem to be an issue with the version
of Outlook, because they don't come thru webmail either.

Anyone have any issue like this.
