Calendar Permissions - 2002

The permissions tab does not exist in one of my user's calendar properties
dialog box. I need to set permissions - any help appreciated.

is he using an exchange mailbox as his default delivery location? if so, are
the exchange extensions enabled in tools, options, other, add-ins?
