CAL'S and Web Access

I hope someone can help me.I was recently handed the task of setting
up PS2002
I have a question, Am I albe to purchase CALS for those users whom are
going to access PS2002 from the web. Which leads me to ask if I also
need to do this for the people whom are already running project on
there mAchines...
