Can´t Open .jpg files

Hi, I have Xp sp1, NTFS in my file system and Outlook 2000 SP3 , when I need open a mail with JPG file attached, cant´open the file because i don´t have permission to open the aplication photoed.exe, It´s this issue normal?
Always need copy the file in my disc to open de file
Note: when I´m a power user over my machine i can opened these type of files
