Can a blurry digital photo image be sharpened?

Sometimes a digital photo looks fine on the camera's viewing screen when it
is taken, but later when viewed on the computer as a larger image it is
blurry. Is there a way to sharpen the focus of the photo after the fact? I
use Microsoft Office Picture Manager.

Only a tiny bit...but mostly NO.

Dunno if MOPM has a Sharpen Tool.
