Can a task be prevented from starting due to resource inavailabili

We are using Project server 2003.

Can we prevent a task from starting due to inavailability of resources?
Within a project I can prevent a task from starting due to resource
inavailability by making that task dependent on another task assigned to the
same resource The first task can not start unless the resource has already
completed the second task.
I can do the same thing for projects that are related. But how about for
projects that are not related or projects handled by different PMs sharing
resources? Will the system inform the 1st PM that task A can not start yet
because his resource is not finish with Task B assigned by the 2nd PM?
These things can happen even if both PMs checked the availability of the
resources when preparing the project plans. One project may be ahead of
schedule or delayed thus the problem of resources.

Leo,

You can create a FS between two tasks which are in 2 different projects.
Open the 2 projects
Window / New Window : select the 2 projects
Select Task B which is the predecessor
Press Ctrl
Select Task A which is the successor
Click the Link tasks button in the toolbar

NB : You could manage this resource availability another way : using the
leveling feature : Tools / Level resources...
This second solution is better than the first one because it doesn't implie
the use of "soft logic" in the dependencies.

Thank you Gerard for your two suggestions. I will take a look at the leveling
option.

How about my question about two or more projects being handled by different
project manager but sharing resources. How will the system handle that and
what can the PM do in such a situation?

Hi Leo R,

I believe the procedure will be the same. There may be some minor
differences depending on whether you are using Project Server.

Leo,

The PM who want to run a leveling between sevaral projects being handled by
different project manager but sharing resources must have the permission to
open every project sharing resources (in read/write mode)
