I need to schedule the approval of a task by a weekly committee meeting, but
I cannot predict yet which week the approval will have to happen. Can I make
my decision depend on the recurring approval task without specifying exactly
which week it will occur?

Sort of.
Create a task calendar with the only working times being the days and hours
of the weekly approval meeting. Set that as the task calendar for an
"Approval" task. Now you can use dependencies to link it to your other
tasks. If for example your approvals are on Wednesday and the previous task
(leading up to approval) finishes on Friday, nothing will happen until the
next Wednesday. All of the subsequent tasks can follow from your approval
task.
