Can Access be designed to route & electronically approve docs

Needing to find/purchase or build access database where
user can attach vendor invoices based on PO data already
in system, and electronically submit invoice(s) to various
approvers for their approval/rejection/hold/other. Is
something already on the market? Any help with starting
from scratch? Am working on one, but it seems clumsy,
don't know enough to put together a top notch program.

You must be more specific, do you need to e-mail invoice, or you need sort
of a database in which will be stored user data from Web page?
