Can data be protected from changes, but still be able tp be read?

I would like to know if Onenote data can be protect so that another user can
not change prior entries.

The answer is yes. You don't control this through OneNote though. We rely
on the permissions of the server which holds the notebook.

For instance, if you have a notebook on \\myserver\mynotebook, go into the
properties of the "mynotebook" folder and give everyone Read permissions
only. On sharepoint, just use the permissions page to set everyone to Read
Only.
