Can default toolbars be copied

Does anyone know if a default toolbar can be copied to a
custom toolbar? I'd like to create some custom toolbars,
but I would rather not start from scratch.

Not exactly. You can, however, create a custom toolbar, then click on the
"Commands" tab and drag the functions of any other tool or menu to it.
