Can Description Box on Proposal be removed?

On the Proposal screen, can the Description field, which is under the Name
field, be removed? I have created a custom field to capture the Project
Description that will be used in certain Views. I would like to exclude the
default Description from the Proposal screen so my users don't accidentally
use it.

Alas there is not you can configure out of the box in terms of UI
customisation for proposals.
