can I add a percent symbol without multiplying by 100?

I have tables I'm converting to HTML and I need percent symbols on each cell.

Is there a way to just add a percent sign instead of automatically multiplying by 100?

I tried to do a custom format, but it doesn't like 0.0%/100 or (0.0/100)%

The percentage format (Format Cells menu) does just that. If you had
entered 1 into the cell, it displays as 100% etc.
This is preserved when you "save as html"

Thanks, but that's not what I want.

If it says 1.0, I want 1.0%.
You should still format the cell as a percent. If you then need to divide
each cell by 100 to get the correct value, there is an easy way. Put 100 in
a cell. Copy it. Select all the cells that need to be divided. Then got to
Edit-Paste Special. Select divide.

ok, but in Excell for windows, when you have in a cell 10.00 and you format the cell to percentage, it changes it to 0.1%, don't it?
