Can I be noftified of new email when outlook is closed?

My old email service, which was bugged and annonying, showed me when I had
new emails even whenthe program was closed. Is there a way I can do this
with Outlook.
Running to many programs at once tends to crash my computer, so if I can cut
out one or two here and there, except for when needed, it's better for my
computer.

Not natively. There are some third party apps that can do some of that.
