Is there a way to build a Hammock task build a Hammock task that is not a
summary and does not use pasted links?

It is possible to build a Hammock Task that is not a summary task. The two
are not really related.
By definition, Hammock Tasks contain links for their Start/Finish dates.

So I believe the answer to the second part of your question is "No." If I
want to split hairs on your question, I suppose it is technically possible to
create the links without pasting using programming. However, I want to
address the spirit of your question, so "no."
