Can I buy the OneNote upgrade version

I just purchased Office Professional 2007. Can I purchase OneNote 2007
upgrade version or do I need to purchqse the full retail version. Also, I
purchased a new laptop in France, but I have OneNote 2003 on my tablet in the
US-how would the upgrade work if I purchased it in France?

If you have OneNote 2003 you can buy the upgrade version. Shouldn't matter
what country you bought it in.
