Can I change Publisher default nudge from 0.01 to 0.001?

When I try to reduce the default distance of the nudge in Publisher 2003 from
0.01 to 0.001 I am unable to save it.

The current 0.01 default nudge does not give me the ability to do exact
placement of text, photo and graphics boxes.

In the 2007 version of Publisher...

Tools / Options / Edit tab...

Check the box...Arrow keys nudge objects by:

Enter your required measurement / OK.

I do believe .01 is the smallest nudge. Open the measurement toolbar and you
will notice the default there is .1.

Create guide lines and use the *snap to* feature. Ruler guides can be set at
..001 increments. Of course if you have several that close together it will be
hard to see the separations.
