Can I change the default working folder for outlook?

I would like to change the folder that opens when I need to attach a file to
an e/m message, changing the process from 6 steps, to 2 or 3. Is this
possible?

Hi,
The minimum of steps to attach a file to a message is 5.
Insert
File
Click the file
Click Insert.
As Outlook opens as default the folder last opened, this is the shortest
process.
If you need a file from a different folder, it means one click more.(Not a
big deal)
