Can I create a fax cover letter for a contact in Outllook?

I see that I can create a new letter for a contact in Outlook, but can seem
to find out if I can create a fax cover letter for a contact in Outlook.

Hi Milly,
Outlook 2003 and I don't have nor want to use fax service. I'm trying to do
it the old school way. I'm trying to print a physical fax cover letter and
be able to have the paper trail. Thanks for your input so far.
