Can I create a mail form template with voting buttons in Outlook

I am trying to create an Outlook email form template for use by anyone in our
company.
I need it to be set at high priority, with follow-up flag on, and to include
voting buttons. I set up a message the way I want, but when I save it as a
template, the Option settings (priority, flag and voting buttons) are not
saved. Can this be done and how?

Also, how do I move it out of the User Templates folder into Standard
Templates folder?

The Standard Templates are read-only. You can't add anything to them.

When you make your custom form, and it is ready to deployment, you
should publish it to the Organizational Forms Library (OGL). The
Exchange Administrator is the one to create the OGL, and give you
permission to write to it. If they say it is against company policy to
let users write to the OGL, then tell them to publish it for you, and
send them the .oft file of the form.
