Can I create a table of contents with comments?

Is there a way to create a table of contents with additional comments?

I'm writing a complex technical document that will run to 100 pages or
more. It has 20-30 chapters (Heading 1) and many lower level headings.

I do not want a regular table of contents. The technical people will
use the document map to navigate the document. But I would like to
include a 3-column table containing just the level 1 headings, the
page number, and some comments about the contents of that chapter.

I would like the table automatically updated like a regular table of
contents includiung the comments, so I'd need some way to associate
the comments with the heading.

Any way to do anything like that?

The second example (Figures 6a and 6b) shows a TC field replacing the Level
1 TOC entry. The first example (Figures 4 and 5) illustrates a Level 3 entry
being added to the existing Level 1 and Level 2 entries. I don't believe
there is any way to combine an existing Level 1 entry with a Level 1 TC
field in the way you envision; you would have to repeat the chapter number
as part of the TC field (this could include a REF field to pick up the
paragraph number, I suppose). In other words, you'd have to have a TC field
that looked something like this:

{ TC "Chapter 1. Title of the Chapter. Comments on the chapter." \l 1 }

But I suspect that having the comments in a (Level 2) paragraph below the
Level 1 TOC listing would make more sense anyway. In the example, page
numbers were suppressed for Levels 1 and 2 (the section and chapter titles)
and included only for Level 3 (the "blurb"); you could do the same thing for
your comments.
