Can I create a theme with a common sidebar for a OneNote Notebook?

I would like to format a notebook so that all of the pages have the same
sidebar containing written information down the left hand side. I guess that
I am trying to create a OneNote notebook that behaves a little bit like a web
site. Ideally, I would like it to work so that if I made a change to this
sidebar, that the change would be applied to the sidebar on all pages of my
notebook and consistency would be maintained. Is applying this kind of
theme/template to a notebook something that I can do in OneNote? If so, I
would greatly appreciate any advice. Also, can hyperlinks be inserted that
will redirect to a specific page in a section? I can only figure out how to
get a hyperlink to direct to a section and not a specific page within it.…

Thank you in advance for your answers, even if it is only to tell me that I
can't get where I want to go.

No, this not possible.
You can define a common template.
But templates are *STATIC* .
In addition: Changing a template will not have any influence on already
existing pages which were created from the template.

Hyperlinks can be set for pages.
This works with creating a hyperlink to a page/paragraph (right-mouse
context-menu) and pasting the link in another page (even in another
notebook).

This will only partly be usable for a template.
If you would f.e. have an "Index" page for some standard sections you
could add a hyperlink to the template.
But as templates are static this would most probably nit if too much
use.

Yu could, however, insert hyperlinks in the individual pages created
from a template.

stop trying to figure out something that can't be done!
