If you're referring to the Office 2003 implementation of
Information Rights Management (IRM) then its more limited
in the Office System 2003 Basic Edition than in the
Office System 2003 Professional Edition.

If you're referring to be able to password protect and encrypt
documents, for example, that ability is available in all of
the Office 2003 Editions.
