Can I display or not ?

Hello,
When a Project Manager opens a plan where some resources have a upper
hierarchical level in the RBS, the system display an alert box :"You are not
allowed to display data for all the enterprise resources in this project.
These resources are : BigChief1"
OK; I agree ... but when I go to the Resource Sheet, I *can* display all
information for all the resources, included BigChief1, without any
restriction. What is the meaning of that alert box ?
