Can I do this? Do I want to: Tracking workplan hours

I've managed to implement project server on our Small business server and
its working well, thanks to all your help (thanks folks). Its going to work
well for my technical project, which involves multiple organizations,
multiple contractors and is rather complex.

However, my boss is interested in potentially using project server in order
to track the staffs work on various workplan activities. Our workplans are
somewhat general, where for example, we might have quarterly entries for
things such as "Technical Assistance Provided to CHCs". We'd like to be
able to measure the amount of hours that we spent on that particular
workplan item, without a great deal of complexity. Can tasks have a
duration without an specific number of hours required to do them and have
work assigned to them at will?

Or should we consider a simpler product? Actually we are considering using
journaling in outlook, which may suffice.

I believe the default Administrative project feature might meet your needs.
Do the following to create one:

1. Launch Microsoft Project Professional and log into Project Server
2. Click File - New
3. Click the "On my computer" link in the sidepane on the left
4. Click the Enterprise Templates tab
5. Select the Administrative Time template and click OK
6. Delete all of the default tasks and replace them with your workplan
tasks
7. Click Tools - Build Team from Enterprise
8. Add your workplan workers to the project team and click OK
9. Click the Assign Resources button on the top toolbar
10. Select all of the tasks in the project
11. Select all of the resources in the Assign Resources dialog and then
click the Assign button
12. Click Collaborate - Publish - All Information

Using the above process, you will create an "empty bucket" for each workplan
task into which the team members will add the amount of hours they actually
spend on their workplan tasks. Just a thought. Hope this helps.
