Can I do this with InfoPath?

Requirement: users need to select one or more documents and/or links stored
in a SharePoint document libary, and send an email containing links to those
items along with ad-hoc text to either our copy center (internal) to print
the docs, OR, send the actual documents as attachments to external customers.

I'm envisioning an Infopath web form that is populated on open with all
items in the document library, with a checkbox next to each, a selector for
either link or attach, a multiline text box for the ad-hoc text, a way to
select sending to either the known internal email address of the copy center
or a text box where the external customer's email address can be input, and
then a "Send" button.

Too much for InfoPath/SharePoint? I'm not a coder, but have some access to
our .Net devs

Yes, you can do this with InfoPath/SharePoint, but you may have to resort to
code to get it done. You can use method 2, 3, or 4 in the following article
to send mail:

If you want to send attachments in the emails I'd suggest using method 4.
