Can I flag an e mail to remind the recipient to follow up?

I would like to flag an e mail to a recipient for the recipient to follow up
on the request. I know I can flag for me to follow up, but would like to
know if I can reverse that request. any help will be appreciated.

I don't think you can set interruptions for other people with emails or
Tasks.
