can i force a hyperlink to open in a new window with publisher 03

i have built a website with publisher. i have a hyperlink to part of an
outside website but the window i want to display opens in its own window when
displayed on that site. when i link to it it opensin the same window as my
site. the problem is it has a 'close window' option on it. if it is closed
with this, internet explorer forgets everything and closes. if back is
pressed then it is ok. can i force publisher 2003 to open this hyperlink in a
new window leaving my website in the background
