can I freeze the height of a view in split window

I have a view uses a split window to show 2 different views. I need the
height of the bottom view to be much smaller than the top view. I can drag
the separator down so the bottom view is smaller, but when I close and
re-open the file, the window is split into 2 equal halves. Is there a way to
keep the size of the views frozen?

Sorry, you can't freeze the pane size, but you can adjust it manually or
with VBA code.

set the size in there? or can you tell me what the command is?
