Can I get native code add-ins when I development the add-ins using C#? If
the anwser is no, on the other hand, whether the end user need install .net
Runtime for using the add-ins writing by C#?

No and yes. Any managed code addin needs the Framework installed and can
only run through the interop and not directly as a COM application.
