Can I have 2 submit buttons on one form?

I am trying to create one form that enables requesters to complete and submit
a request and approvers to review and select "Approve" or "Deny" submit
buttons. "Approved" requests would be sent to the service provider and
"Denied" requests would be sent back to the user with additional information.
Problem is I cannot figure out how to create multiple submit buttons each
with unique submission workflows. Each time I try and create Approve and Deny
submit buttons and try to apply unique submission workflows to them, the form
seems to be forcing me to use the original submission workflow. I must be
doing something wrong.

Yes you can, I have done it using multiple buttons but not with Action: Submit

I have used Action: Rules and Custom Code, then Rules. Create a rule and
Action: Submit Form using Data connection and also add Close the form.
