can i make an uneditable design template background?

i am trying to make and use an uneditable design template background,
i can make and save a custom design template and open it in a new
presentation but it is still editable (the miscrosoft supplied ones
aren't, the graphic i mean, not the text) and also i cannot apply the
design template to any further slides in the presentation... is it
possible to do this and if so how?

If you put the graphics on the slide master...then you can select them and edit them.

If you go to the slider master and then choose a background picture, the graphic is not editable.

To do this
view > master > slide master
format>background>fill effects>picture>find a picture> OK OK OK OK or similar!
