Can I make microsoft templates available for download on my websit

I would liike to know if I can copy templates from this site and make them
available for download on my website. Are there rules/limits regarding how
to do this?

I too would like a pre-set template that can be downloaded for newsletters.
Where would I go and is there a fee for downloading?

Microsoft has several newsletter templates available and there's no fee
involved.
