Can I overlay one process chart from Visio over another?

I have a process chart in Visio that I would like to ID the resource skill
sets required for that step in the process. Anyone have any ideas how I
should do this with MS tools?

Hummm, I wonder if it would work to make either the process chart or the
resource skill set a "background" page. I haven't tried this yet, but if you
search on "background" in the Visio Help menu option, it sounds like it might
work.
