Can I place an image anywhere I want

I want to be able to move an image wherever I want. I don't want to deal with
text wrap, because it won't do what I need. I have an image to the right of
two lines of text and I want the bottom of the image to line up with the
bottom of the second line. If I place it at the end of the second line it
increases the leading between the first and second line. I tried all of the
text wrap settings and none work. Can I just place an image on top of the
text layer?

Square or Tight wrapping should allow you to position the image as desired.
You can certainly position it In Front of Text, but it would need to be in
the document margin or it would literally overlap the text.
