Will One Note allow posting notes in a document (on disk) and they remain
there for review or printing??

Can you clarify what you are looking for?

Are you asking about sharing of content in a Notebook for others to
view/comment on?

Are you asking about essentially making those comments read-only?

Clarification:

If I am supplied with a presentation on disk, can I then add comments of my
own onto this file and have then stay there??(In the same location in the
file?) Will they be present if I print out this file??

If you have ON installed in your machine, no problem.
If the "disk" is a CD (write protected) you'll have to copy the file to
your HDD.

I'm still not sure what you meant by "presentation".
If you meant an MS Office file like a Word document or a Powerpoint
"presentation", you CANNOT add notes to these files with Onenote.

You can only add notes IN Onenote on copies or printouts of any
document/presentation.
