can i project a line to a pre determined lenght in visio?

in auto cad i can start a line by dragging in any direction, then complete
the line by typing in a keypad digit, hit enter and the line goes to that
length.

Try View > Size & Position window.

You can type angles and lengths into the fields for single line-shapes that
you draw with the line tool, or with shapes that behave like lines (ie -
they have endpoints instead of width/height handles)
