can i re-install office on a new computer? will it validate?

I have office professional edition 2003 (home use program) and have bought a
new computer. do i need to uninstall on my old computer to ensure validation,
or will i have to buy software again (groan)

If its a retail version, uninstall on old, install on new.
If Office was supplied with old PC the licence lives and dies on the old PC

Home use program is handled by the place you are employed, ask there.
You didn't "buy" it, you only paid shipping for the install media. Your
employer paid for the license.
