Can I request to check transations log?

Hi, is there any method to enable an administrator to view or check
all/specific transaction logs? ex. at what time, who updated/approved which
tasks progress to what value?

Not easliy, there is a log for timesheets, but when it comes to "wjhat has
happened on the projects" there is nothing out of the box. you can of course
develop such functionality using PSI within Project Server.
