Can I require a task be completed before starting the next task

Is there anyway in Project to require that a predecessor be completed before
time is entered against a task?

I'm using Project and WPA 2003. If task 1 is a predecessor of task2 and
task 1 has not been completed, is there a way to stop time from being entered
against task 2 until task 1 is finished?

The only way to stop is not publish the Assignments. As there is no way you
can stop resources from entering time once the task has been assigned to them.
