can I restore a file deleted in error from the recycle bin

I was deleting a large number of files from my documents in ms word and then
emptied the recycle bin only to find I had deleted a file in error. Is there
anyway this can be restored

Not easily once you have emptied the recycle bin. However, when items are
deleted in Windows, all that really happens is that the sectors on the disks
are marked as FREE and they are not actually erased. So if you get an
UNDELETE utilities, as long as the space has not been overwritten, you
should be able to restore the document. See this link for some ideas:
