Can I run Access 2003 with office xp

I am trying to load Access 2003 on a system with Win XP Pro, serv pack 2.
After installation of access 2003 I have to reboot. This far
all is fine until reboot and I get to the Windows logon window, as quest or
as a user, no problem, but it denies me access as Admin and this is the
message that I get when I try to log in as an Administrator. "The local
Policy of this system does not permit you to logon Interactively". Any ideas
as to why this is what can be done about it.
