Can I staff projects in portfolio modeler without using skills?

I am using the multi-value outline code for skills. When I run portfolio
modeler against a project and select resources it does not assign the
resources anywhere in the project. So my assumption is that portfolio modeler
cannot assign resources to a project based on avaliability alone but must
also have skill sets in order to staff a project.

Yes. It needs to have something whether that is a "skill" or the RBS or
some other criteria to substitute. Without some other field all the
resources look the same to Project Server. PS needs a differentiator.

So If I put a generic resource into a project and assign skills to it.
Portfolio modeler should find another person with the same skills to see who
best fits. CORRECT?
I tried this with a generic resource but I was usig a multi-value outlie
code for skills. So it seems that this will not work when using the multi
value outline code for skills.

I cannot get the modeler to staff my projects at all. I tried to create a
regular outline code and do this but it still failed to grab a resource. What
are the normal steps to create a model. Can the geniric resource be a local
resource or does it have to be from the Enterprise resource pool. I don't
know what I am doing wrong here.

Uhhhh --

I don't think the Portfolio Modeler is the tool you need for your staffing
situation. I think the Resource Substitution Wizard is what you seek
(Tools - Substitute Resources). Hope this helps.

I was too seconds from posting this. :)

Portfolio Modeler will use the same fields to make theoretical staffing
changes to show you how they would effect project duration but the sub
wizard, as Dale mentions, is the thing that will actually go DO those
changes for you.

This is my dilema. I want to take a project that has resources or take a
project that has no resources and see what happens when I add another
resource to the project. Can modeler do this? Because I have a project with a
resource in it but when I specify in modeler to use the specified resources
that I selct it does not use them.
