Can I stop windows from showing in task bar?

Hi all,

In tools>options (version 2003), 'view' tab under 'show' subheading it has
an option for 'windows in taskbar'. Is there a way to set user's access to
modify that option so it's unchecked when they open my application?

I've set it to unchecked on mine, but it doesn't seem to affect users when a
push a new front end up.

Application is split, version 2003, ULS with desktop shortcut with security
file switch, and uses tony's autoFE updater....
