Can I synchronize two ON folders on the same computer?

I have two different OneNote folders with the same name, kept in different
locations. I have made different changes to the sections in each folder. I
have even added sections to one of the folders but not the other. Can I
synchronize these two folders so that the sections are synchronized and I end
up with just one complete folder?

Do you mean more of a merge of the two sections? No, there's no automated
merge in ON. You would have to manually drag the sections into a single
Notebook and then try to manually remove the differences.

I was hoping that I could use "properties" to change the location of one
folder to that of the other, and thereby synch the two of them. However, in
testing this approach, I see that OneNote just creates a Section Group in the
first folder and puts the contents of the second folder in that. I guess
your suggestion is the only way to "synch"--manually. The moral of the story
is never make a copy of a .one file or your synching capability is sunk!

Right! Synching can only be done with the *same* file opened on several
device.

The only chance you have with multiple notebooks is to compare the pages
and make the changes manually.
For this it might a big help to open the notebooks in *two* instances of
ON with the windows side by side.
This is done with Ctrl+M.

CTRL+M opens two instances of OneNote?

I cannot get this to work. Where in the Help file is this mentioned?

Oh, it does work. The Taskbar entries were grouped.

Ther is a comprhensive list of the key combinations in the HELP:
Clock on "Help" in the main menu and select the item "Keyboard
Shortcuts".

;-) ;-)
Glad to hear that you found it.
It's a really useful feature.
