Can i upgrade to access 2007 if I use Office 2003?

I currently have Acces 97 and Office 2003 in my computer and I am trying yo
upgrade to Access 2007. Whenn doing this I get a message that says the
following

"The upgrade patch cannot be installed by the Windows Installer service
because the program to be upgraded may be missing, or the upgrade patch may
update a different version of the program. Verify that the program to be
updated exists on your computer and that you have the correct upgrade patch.".

What can I do to solve this issue? Would the new Windows Installer 3.1 v2
solve the issue?

Hi Sed,

Office 2003 (but not Access97) are qualifying products for a standalone copy of MS Office Access 2007, provided you're on Windows XP
with Service Pack 2 or higher versions of Windows.

The message you're seeing is often from a corrupted/damaged installation of the existing product. Can you complete a
repair/reinstall of Office 2003 from the Microsoft Office 2003 choice in Add/Remove Programs in the Windows control panel?
