Without macros, you'll have to put each hyperlink in an unprotected section:
- With the cursor placed before each hyperlink or group of hyperlinks, go to
Insert > Break and insert a Continuous section break.
- Also insert a Continuous section break after each hyperlink or group of
hyperlinks.
- Don't use the lock icon on the Forms toolbar. Instead, go to Tools >
Protect Document, select Forms protection, and click the Sections button;
then uncheck the sections that contain only hyperlinks and not form fields.
This does have a couple of drawbacks: The hyperlinks themselves, and any
other text in the unprotected sections, are subject to editing or deletion
by users. Also, you can't tab through from a form field in one protected
section to a form field in the next protected section -- the cursor will
stop at the beginning of the unprotected section, where the Tab key will
insert a tab character.
I'll bite my tongue and avoid saying anything about the policy of banning
all macros, except to note that it vastly reduces the scope of what you can
do with Word.
