can i use color accent in ms picture manager

I would like to accent a color -ie photo is all black and white with
exception of green eyes or pink shirt etc. Is this feature available in ms
pic mgr? If so how is it done.

Picture Manager is not really a picture editor. I would suggest using
something like Microsoft's Digital Image Suite (if you can still find a
copy) or other photo editing programs.
