Can I use Infopath to solve this problem?

I currently work for a company as an intern. They have asked me to simplify
the way they currently manage their forms. They have about 10 forms that are
filled in by one person, reviewed by a manager, fixed if their are an
problems, then finally stored in a secure folder so they cannot be changed in
any way. These forms are currently emailed back and forth, which is an
extremely confusing process, and I was wondering if infopath would be able to
streamline this process or, if not, which program would.

InfoPath is perfect for this scenario

Just create submitterview, Manager Viw and finally a stored final viiew

An dif using IP 2007, you can create a PDF of the final form.
